Key roles and responsibilities
- In coordination with the COP, oversee the technical aspects of the project, including planning, implementation, project results, and deliverables, in accordance with the project work plan; ensure clarity over plans and priorities, and encourage effective teamwork across the project team comprising staff from partner organizations.
- Ensure the project is designed and implemented to meet donor expectations in terms of timely and quality results and budget, including strategies for phase-out and sustainability.
- Manage the projectās operational, financial, and administrative priorities; direct the planning and budgeting processes; design and oversee an annual project cycle in accordance with USAIDās annual planning cycles.
- Facilitate the preparation of project deliverables, including annual work plans, quarterly and annual reports, final project report and project activity updates, and other project-related communication and reporting materials in accordance with USAID deadlines and branding guidelines; oversee the preparation of quarterly and annual project activity reports, M&E reports, and other deliverables, as specified in the agreement. Report against the projectās targets.
- Supervise a team of technical staff and ensures clear roles and responsibilities and lines of communication are maintained among the team members.
- Ensure coordination between program and operations leads
Job Requirements
Required Professional Experience
- Minimum of 7 years of relevant experience in public health, adaptive management, health system strengthening, institutional capacity building, health or nutrition programming, community health programming, and/or related field in Ethiopia;
- Excellent management skills and knowledge of USG procedures and policies, agreement compliance, financial planning and management, procurement, sub-award management, and support areas;
- Proven ability to liaise with public health stakeholders across government, private sector, non-governmental actors, and donors;
- Demonstrated strong understanding of USAIDās community-health system strengthening approaches and gender programming. Including familiarity of USAID/Ethiopia
- Previous Deputy Chief of Party, or senior management experience in 2 or more of the following specializations: maternal, newborn, and child health (MNCH), reproductive healthĀ (RH), family planning (FP), nutrition, water sanitation and hygiene (WASH) and/or related field in Ethiopia
- Demonstrated skills in building and maintaining relationships with host governments, donors, other donor-funded projects and stakeholders, local organizations, and partners.
- Strong oral and written communication skills; excellent demonstrated interpersonal and negotiation skills.
- Experience recruiting, developing, and managing local and international staff and teams.
- Track record of a strong commitment to sharing knowledge, documenting experiences, supporting creative initiatives, and sharing credit.
- Experience managing required programmatic and financial reporting requirements. Experience with M&E is a plus.
Required Education, training, license, registration, and certification
- Minimum of Masterās degree in public health, health system strengthening, community development or management, health policy and governance, or related field;
- Excellent communication and writing skills in Amharic and English.
