Key Responsibilities:
Effective Management of the DepartmentÂ
- Responsible for formulation, reviewing, and updating of Logistics (Fleet management and Warehouse and Distribution management) policies and procedures for effective management of Logistics services in the organization
- Responsible for Implementations of Fleet management and W&D management policy ensuring that authority and procedures are adhered to and followed, to promote and integrate their best practice into the WV Ethiopia Divisions, Hubs, APs, Grants and Emergency offices, programs and Projects
- Manages the logistics planning and implementation strategy, including being integrated with the support ,division plan, as well as complying with project and departments requirements
- Liaise and coordinate with Finance, Grants, Emergency, and related sector teams in all aspects of logistics management
- Responsible for setting performance objectives and accomplishing performance appraisal for Logistics Management staff (both fleet and W&D team) of the National Office.
- Responsible for verifying and approving of Labor Distribution Report (LDR) of each Logistics team (W&D and Fleet team) member.
- Manage annual leave of the Logistics team, prepare a schedule and approve for utilization by each staff.
- Manage the hiring and firing process and decisions of the Logistics team as a job owner.
- Provide regular feedback on performance and identify training needs in the Logistics Department across the National Office and ensure organized timely.
- Manage the maintenance of accurate filing systems, with documented and supported records of actions for audit purposes.
- Review and approve travel advance and settlement expenses for fleet Warehouse & Distribution department staff frequently.
- Contribute to monthly Support Service Division reports
Fleet Management
Coordinate the management of all matters and logistics relating to
- Ensure the proper communication, implementation, and monitoring of Global and Local Fleet management policies, standards, and procedure
- Provide adequate and sufficient transport service to support the core operation of the WVE
- Ensure to have alternative potential workshops to carry out vehiclesâ maintenance service, facilitate to be outsourced maintenance and confirm completion of proper maintenance service,
- Ensure that vehicles are inspected according to regulations of Federal government, internal equipment (safety kits and tools, etc) are complete and serviceable;
- Ensure usage of fuel is correctly managed, logged, recorded, and reported, a complete history file is kept.
- Manage disposal of inefficient and nonoperational vehicles and motorbikes and find replacement options,
- Coordinate with security management on security-related transport
Warehouse & Distribution Management
- Manage the pipeline information, and the delivery of goods ensuring that internal stakeholders or item owners are well-informed and well-prepared for incoming goods and materiel.
- Ensure timely reporting on stock status, to help internal stakeholders with the planning of stock replenishment and that tracking through to the end-user has occurred
- Ensure managing logistics activities in relation to transportation, distribution, and disposal of supplies
- Manage the receiving, warehousing, and distribution operations by initiating, coordinating, and enforcing program and operational processes, policies, and controls
- Coordinate segregation of obsolete, damaged and nonfunctional items and submit a proposal for disposal decision
Data Management, Analysis, and Reporting
- Develop, track, and evaluate Fleet Management metrics to reduce total cost of ownership including areas of   Vehicle Procurement, Vehicle Operations (Operating Costs including fuel management, Service Maintenance, Drivers Performance), Insurance, etc & Vehicle Disposal using various data sources like ProVision, VFTS/GPS, Sun6, etc drive fleet management strategy, and implementation.
- Design and communicate Logistics KPIS (Both in Fleet Management & Warehouse & Distribution) dashboard to management regularly.
- Conduct regular meetings with staff on KPIs to identify areas for improvement.
Process, Procedure, and Policy
Provide leadership on Fleet management and Warehouse & Distribution policies and procedures
- Understand, interpret and analyze the global policies on fleet and asset management, processes and guidelines for better adoption at NO level and manage Exception Approval process.
- Drive the policy, process and guidelines implementation plan, defining roles & responsibilities and owners for each step in the process.
- Ensure regularly reviews are done on the Logistics policies, processes and guidelines (Fleet & warehousing) to ensure their effectiveness and applicability and provide input for Leadershipsâ possible change and /for improvement.
- Ensure adherence of Logistics Policies, procedures and documentation to ensure compliance with WVI related policies and standards
Control and Compliance
- Ensure Logistics related risks are identified and captured in the Enterprise Risk Management
- Ensure Risk controls are in place and treatment actions are completed for mitigating / eliminating risks.
- Ensure anti-corruption and fraud mitigation strategies including the internal control framework are in place and implemented.
- Ensure WVE is incompliance with all external and internal regulatory authorities (government entities, regulatory bodies) and process is established for non-compliance management
Systems Development and Implementation
- Ensure the planning, implementation and monitoring of fit to the purpose technological solutions such as Vehicle Fleet Tracking/GPS, Warehouse and Distribution management system that enhance high visibility, data for evidence-based logistics operations and performance so as to ensure wise-stewardship
- Maintain procedures and putting them into operations.
- Ensure that databases meet logistics business requirements.
- Liaise with key stakeholders like GTD and others for proper design/upgrade of the solutions.
Mentoring and Capacity Building
The role will also provide a foundation for carrier progression to logistics support staff. These mentoring and capacity building requirements should be achieved through:
- Identify skill gaps of Logistics teams and organize capacity related training.
- Awareness and documentation of fleet and warehousing and distribution support staff capacity and capability in executing logistics activities effectively and in a time efficient manner. This information will be shared with the relevant line managers to develop a stronger logistics capacity in the area of fleet and warehouse and distribution management
- Personal Development Plans should capture future training needs / requirements, carrier aspirations
- Coordinate and ensure staffs capacity building/training on Logistics areas at all levels of the organization
- Have a competent and capable logistics team that provide effective support for attainment of organizational goal
Job Requirements
List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner.
- Must have MA/BA degree in Logistics and supply chain management/Management or related field.
- List additional work experience required as a minimum qualification for this position.
- Must have work experience of at least 6 years for MA degree and 10 years for BA degree holders in a related field preferably in supply chain and Logistics management at national and international level. Varied supply/Logistics functional background an asset, from procurement to warehousing, transport management and distribution to beneficiaries.
- License, registration, or certification required to perform this position:
- If applicable, include language requirement(s) as a minimum qualification for this position.
- Must have valid vehicle driving license Effective in written and verbal communication in English and Amharic.
Preferred Skills, Knowledge, and Experience:
- Must have strong leadership and management skills and abilities.
- Must be conversant with Logistics procedures and Logistics Tracking Systems.
- Have the ability to manage warehouse/s. fleet, customs, and port operations.
- Distribution and report Fair command of oral and Written English is a must.
- Candidate must also be computer literate with proven skills in spreadsheets, Word processing, and PowerPoint presentations.
- Must have work experience in the management of insurance underwriting and claims management.
