Job Description

The National Election Board of Ethiopia (NEBE), re-established by proclamation No. 1133/2019, is the constitutionally mandated body to conduct elections, organize referendum and regulate political parties in Ethiopia. NEBE is undergoing institutional reform to enhance its credibility and capacity and conduct free, impartial, and credible elections. Through the support of the United Nations Development Program (UNDP), NEBE has contracted ABH Partners to provide human resource recruitment and management services.

Accordingly, ABH partners would like to invite applicants who meet the below requirements to apply for the position of Transport Logistics Expert. 

Working with and reporting to the Logistics Manager, Transport & Logistics Expert performs administrative duties essential for the efficient management of vehicles and transportation services. She/he contributes for the efficient and effective utilization of material resources and supply of logistics.

  1. Required number: 3 (Three)
  2. Reports to: Logistics Manager
  3. Duty station: NEBE Head Quarter, Addis Ababa
  4. Duration: 12 months with a possibility of extension
  5. Salary:  Attractive (Non Civil Service Scale)
  6. Expected Start Date: Immediately after obtaining the contract

Major Responsibilities

  • Develop comprehensive logistical/ transport/ fleet plan and deployment timelines for the overall logistical operations;
  • Coordinate logistics activities with Election Operations and Logistics (EOL), procurement, finance and other management units;
  • Keeps daily record of vehicle fleet/operation and maintains logbooks;
  • Ensures the dispatch of all vehicles;
  • When necessary collaborates and assists the procurement of spare parts, fuels, maintenance and servicing of vehicles;
  • Work extensively in the development, implementation, and improvement of transportation policies and procedures of the organization (NEBE);
  • Ensures the renewal of vehicle insurance and road licenses;
  • Sends inventory reports to the logistics and procurement officer in weekly/ monthly basis;
  • Monitor logistics operations and supervises the activities of drivers;
  • Evaluating the performance of drivers, handling customer (Leadership and Departments) queries, and resolving complaints in a timely manner;
  • Work with the election operations team in the process of crafting logistics and transport solutions for effective and efficient movement of electoral equipment`s and/ or materials
  • Prepare reports on personnel and material movements and other operational logistics issues;
  • Plans the use of vehicles and makes appropriate transport arrangement for election operation which might include scheduling transportation services, allocating drivers, and planning routes;
  • Undertakes any other related duties that may be assigned to him/her.

Job Requirements

  • Degree in Transport Management, Logistics and Supply Management or related fields.
  • Management or related fields with 5 years of proven experiences.
  • The job will have field work as desired.
  • Strong organizational skills, ability to multi task, reliable and consistent on working schedule, communicates effectively.
  • The ability to maintain a high level of attention to detail and accuracy in preparing, entering and assigning vehicles and other transportation request.
  • A working knowledge of computer (MS-word and Excel).
  • Exceptional organizational and time management skills.
  • Willingness to provide operational support outside of business hours.
  • Good numerical (analytical) and IT skills.
  • Ability to multi-task and prioritize assignments.
  • Fluency in Amharic required and good command in English.
