Human Resource and General Service Manager

The Human Resource and General Service Manager is responsible for managing recruiting, hiring, training, staffing, labor relations,  employment records, and administering employee benefits.

The human Resource and General Service Manager is responsible for the effective supervision and administration of staff organization and development, performance evaluations, employee relations, prioritizing and assigning work and related activities. Evaluate the need to fill vacant positions and recommends changes to allocated positions and divisional structure as needed.

Researches and prepares recommendations and reports for the department director. Oversees the development, inspection, and enforcement of the standards by which materials are procured, stored, accounted for, issued, maintained, and repaired; creates and reviews bids and specifications; reviews plans and specifications of private consultants, contractors, and vendors. Oversees and develops short and long-term strategic goals pertaining to the planning, development, design, and operational processes for Logistics, Fleet Operations, and Meter Maintenance. Establishes departmental programs and budgets for the maintenance, replacement, and improvement of materials and equipment. Performs other duties as assigned. '

Job Requirements

• Knowledge of  Employment Laws and Compliance, Training and Development, Performance Management, Employee Relations, Compensation and Benefits and Administration,  & HR Systems
• Procurement – Comprehensive knowledge of general procurement laws, practices and procedures. 
• Fleet Management – Knowledge of personal computers, database software and other information technology equipment and systems to effectively operate and maintain a fleet, its maintenance records and replacement program including acquisition and surplus disposal techniques.
• Inventory Management – Thorough knowledge of inventory record keeping to include safe, effective, and efficient handling and storage of stock, material, tools, and supplies.
• Project Management – Comprehensive knowledge of organizing, planning, coordinating, managing and directing administrative functions, planning processes and technology projects
• Strategic Planning – Knowledge of strategic planning principles and theories to ensure competitive advantage and profitability.
• Supervision – Knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff
• Greater than 5 years experience in the position of HR and General service manager
