Job Description

Background

As part of the government’s homegrown economic reform program, the National Bank of Ethiopia (NBE) has been working, in collaboration with other government agencies, development partners, and private sector stakeholders, to develop capital markets in Ethiopia. The project is financed by the United Nations Development Program (UNDP) and ongoing efforts include:

  • Developing a legal and regulatory framework
  • Developing market infrastructure
  • Institutional and human development both at the public and private sectors

Following the ratification of the Capital Markets Proclamation by the House of Peoples Representatives of the Federal Democratic Republic of Ethiopia on June 10, 2021, the NBE has established a Capital Markets Project Implementation Team (CMPIT), which will steer the operationalization of the Proclamation. The responsibilities of the CMPIT include:

  • Support the establishment of the Capital Markets Authority (CMA);
  • Draft directives and regulations needed to operationalize the Proclamation for the CMA;
  • Coordinate efforts to setup the Ethiopian Securities Exchange and develop required market infrastructure;
  • Develop and begin implementing a business plan for the Authority to become self-funded and autonomous;
  • Review tax policies and institutional investor regulations in light of capital market developments and propose needed adjustments
  • Coordinate efforts to develop capacity within regulatory and oversight bodies, depository institutions and other parts of the market ecosystem;
  • Develop a strategy for investor education.

The CMPIT is a transitional technical team with a lifetime of up to one year, with the aim to establish the Regulatory Authority and its revenue stream during this period. It is expected to deliver on its responsibilities with the support of Technical Advice from development partners. The CMPIT and its responsibilities will be folded into the Authority at the end of the program period. 

Job Summary

Under the supervision of the CMPIT Lead, the project coordinator will be responsible for coordinating and supporting the activities of the CMPIT, in the setup and staffing of the Capital Markets Authority, coordinating training and investor education programs, and assisting the CMPIT Lead in planning, implementation, and monitoring of the project.           

Specific Duties and Responsibilities

Specific tasks of the CMPIT project coordinator will include, but not necessarily limited to, the following:

  • Support the CMPIT Lead in the overall planning of the daily operation of the CMPIT, and the management of its work and staff.
  • Adopt and/or develop and maintain systems that track all information regarding the activities of the CMPIT.
  • Coordinate the effort to setup and staff the Capital Markets Authority.
  • Coordinate and facilitate capacity building programs including training, workshops, investor education campaigns, and related activities.
  • Facilitate engagement with stakeholders including government agencies, private sector stakeholders, media and international development partners.
  • Ensure compliance with project procedures and guidelines and make regular updates to the project implementation plan.
  • Conduct procurements, purchase orders or contracts to suppliers or consultants in consultation with the NBE Procurement Service Management Directorate.
  • Ensure timely receipt of invoices, reports and goods.
  • Conduct accounting and financial management related activities of the CMPIT.
  • Record daily transaction and keep financial documents properly for audit purpose.
  • Follow up program activities; facilitate meetings and venue arrangement for workshops or other events.
  • Receive messages, data, reports, documents from partner organizations; send messages and letters to project implementers and partners.
  • Ensure the files and documents of the project are kept in a classified way.

Job Requirements

Required Qualifications, Experience, and Skills

The successful applicant will have the following qualifications, experience, and skills:

  • 2nd degree or above in Economics, Business Management, Business Administration, Finance, or Finance and Banking.
  • At least 8/6 years of experience for 2nd degree or Ph.D. holder, respectively, of which 5 years in project management.
  • Experience in setting up and staffing organizations would be desirable.
  • Experience in coordinating projects funded by international development partners is preferable.
  • Ability to manage multiple projects and responsibilities at the same time
  • Strong communication skills and ability to work effectively with a diverse team.
  • Demonstrate integrity and accountability in all aspects of project management.
  • Very good understanding and practice of accounting, budget formulation, and funds flow management.
  • Very good report writing and presentation skills.
  • Excellent working knowledge of written and spoken English.
