Job Description

Child Safeguarding:

Level 3: the post holder will have access to personal data about children and/or young people as part of their work, a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).

ROLE/ PURPOSE:

  • Save the Children is seeking a Deputy Chief of Party-Finance and Operations for USAID’s opportunity on FtF Ethiopia Community Nutrition Activity. The incumbent will be part of the senior management of the project and work along with the Chief of Party (CoP) and other key personnel of this project, and ensure the provision of effective operational support to the project. The position will collaborate with the local government and implementing partners to provide capacity building for the effective delivery of the project. The FOD will have primary responsibility in setting up the governance systems for the effective management of financial resources and works along with the Senior Award and Partnership Manager in effectively resolving arising problems.  Vet the accounting standards of local implementing partners and ensure adherence to minimum accounting standards and requirements of USAID and Save the Children.
  • This role ensures efficient operational support for the ENCU team based in SCI and implementing partners. This among others includes overseeing high-level HR duties, such as attracting and retaining talent, analyzing and improve organizational processes, and workflow to enhance quality, productivity, and efficiency that will benefit the program and ensure delivery on time, within budget and scope

SCOPE OF ROLE:

Reports to: Chief of Party

  • In collaboration with the COP, ensure that the program is delivered according to the contractual requirements with USAID and the Government of Ethiopia i.e. all activities and deliverables are completed within the agreed timetable and budget, reports are submitted as per agreed schedules and any other requirements or criteria are fulfilled.
  • Lead the development of a sound project governance structure with regards to finance, awards, and operations management and work along the core technical Key personal and regional teams in the rollout of these guidelines
  • Represent the project at the meetings with USAID, the Government of Ethiopia, partners, and other stakeholders when required.
  • Ensure proper project management by ensuring that all planned expenditures are on track in strict compliance with the agreed budget lines and USAID’s and Save the Children’s financial regulations.
  • Ensure that KPIs for program operations are met, and work closely with other functions to achieve project milestones.
  • Coordinate the design and routine update of detailed annual work plans and ensure these are used by the team appropriately to monitor progress towards completion and achievement of program objectives.
  • Ensure that reports for donors, the government of Ethiopia, and Save the Children are prepared as required, ensuring these are of the highest quality and submitted in a timely manner to the donor. Be fully aware of the grant compliance regulations of Save the Children as well as USAID.
  • Matrix manages regional-based finance coordinators. Motivate direct reports to achieve their work plan objectives, and to contribute to the achievement of the overall program goals.
  • Coordinate with key stakeholders, other USG implementing partners, and the government of Ethiopia.
  • Oversee the management of local implementing partners, pay regular visits and provide technical guidance on sound finance and operations management.
  • Monitor country-level activities, identify challenges and develop appropriate reporting mechanisms, and ensure key project results are communicated to the COP including quarterly and annual reports.
  • Coordinate closely with the SC offices (in Ethiopia, as well as at the regional and global levels) and partners in technical, administrative, and HR matters, especially regarding project operations and financial matters.
  • Attend and actively participate in periodic program meetings and ensure a summary of progress and challenges is prepared and presented with follow-up actions as required.

Job Requirements

Qualification

  • Master’s Degree in accounting, and business administration, plus 12 years of professional experience.
  • A minimum of five years of demonstrated competence in managing operations, administration, logistics, finance and/or HR with strong skills in strategic planning, management, supervision and budgeting.
  • Strong leadership and team
  • Demonstrated experience of managing staff in geographically diverse and remote locations in Ethiopia.
  • Demonstrated experience in leading and managing large, multi-year grants, and experience in leading partners in the achievement of project milestones from inception to close out.
  • Proven experience working with and coordinating activities with local government counterparts, stakeholders and partner organizations in Ethiopia.
  • Demonstrated senior management experience on USAID projects including familiarity with the donor’s project management, reporting procedures, and systems.
  • Strong management skills, leadership qualities, professional reputation, ability to create synergies where applicable, interpersonal skills, and written and oral presentation skills to fulfill the diverse operations and managerial requirements of the project description.
  • Ability to work under pressure and deliver on multiple tasks
  • Fluent oral and strong analytical, and written English communications skills.
