Job Description

ROLE PURPOSE

The position holder will be responsible is responsible for assessment, response analysis, design, coordination, implementation, monitoring and evaluation of the child protection in emergency programme for both refugee, migration and in the disaster preparedness, response and resilience unit by ensuring and maintaining global minimum standards across the intervention areas, by strengthening staff capacity, coordinating with other technical leads & response team members and management, representing PIE in education cluster, refugees education working group and any education relatedĀ  technical platform, ensuring response to immediate education need with simultaneous consideration of longer term needs and possible scenarios.Ā 

ACCOUNTABILITY AND MAIN WORK ACTIVITIES

Plan has a performance management and accountability matrix SOP. Every position holder is expected to adhere to the SOP and review and review her/his responsibility against the accountability matrix.

Assessment (20%)

  • Ensure/lead on initial rapid and in-depth assessment of current situation using the Inter-agency education minimum standards and youth Assessment resource Toolkit, in collaboration with partners and affected population; ensure assessment finding are documented, determine priorities and immediate activities and resources
  • Lead the technical proposal development; develop a realistic evidenceā€based, education program plan with interventions based on the outcomes of assessments and the context. And ensure Plan Internationalā€™s guidelines and the inter agency Minimum Standards for education in Humanitarian Action
  • Provide technical support for the development of response strategy and make sure education thematic area are presented in light of the education need ā€“ girlā€™s education in PIE operation area and linked to the global strategic roadmap

Programme design, Implementation, M&E (30%)

  • Ensure that effective planning, implementation and coordination of inclusive education programming that address the education needs and barriers of girls education.
  • Work closely with and supervise/guide the Coordinators to ensure that implementation of relevant activities is planned and implemented in a phased and prioritized manner in full consultation and co-ordination with all relevant agencies both governmental and non-governmental.
  • Provide technical guidance and direction to ensure effective planning, implementation and monitoring of agreed education Programme plans and develop capacity building plans and provide training, support and mentorship education programme staff and partners.
  • Design and develop appropriate monitoring, evaluation and learning systems for education interventions in collaboration with the MEAL team at country office, and ensure collection of quantitative and qualitative data and to document key learning from the education response. Ensure early and rigorous implementation of quality (Inter-agency minimum standard for education) and accountability mechanisms, as well as feedback from the affected population and other relevant stakeholders is considered throughout the response.

Information and Coordination (15%)

  • Represent and take active role in representing &build the profile of PIE in the technical working group and education cluster and maintain adequate accountability and transparency in our work. And maintain constructive working relationships on the specific sector of education, with other NGOā€™s, UN agencies, host government, bilateral and multilateral donors, and other principle stakeholders
  • Inform head of refugee & Migration, Head of Disaster preparedness, response and resilience, humanitarian director and other technical team at CO& PA about assessment progress, emergency response implementation and strategies, project plans, progress reports, budget and other significant developments in the specific department.

Communication (15%)

  • Ensure effective communication & information sharing about the education need ā€“ mainly on girlā€™s education, education program impact & best practice that will help for our influencing purpose.

Human Resources and Administration (20%)

  • Oversee effective delivery and reporting, financial management, human resource management,
  • Promote a productive work environment respectful of the Code of Conduct with zero tolerance for verbal and physical abuse or discrimination against children and other persons on the grounds of race, color, sex or creed

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GEI)

  • Understands and puts into practice the responsibilities under Safeguarding and GEI policies and Plan Internationalā€™s Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.
  • Ensures that all staff in the unit/function/department are properly inducted on and understands their role in upholding Plan Internationalā€™s safeguarding and GEI policies;
  • Ensures that Plan Internationalā€™s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in day to day work.
  • Ensures that Plan Ethiopia contributes to Plan Internationalā€™s global efforts to ensure safeguarding and GEI, including making sure that relevant reporting and data are submitted.

QUALIFICATIONS AND EXPERIENCE REQUIREMENTS

Qualifications/ experience essential:

  • Bachelorā€™s degree or preferably Master degreeĀ  in Education, Educational Psychology, Educational Administration, Pedagogy and other related fields
  • At least 10 years in NGO sector in humanitarian and development setting, or demonstrated equivalent combination and experience, in which more than 3 yearsā€™ experience on management position. Ability to develop effectively working relationships across a network.
  • Demonstrated experience in activities with communities and/or international development in INGOs working environment and preferable have experience on leading refugee & migration responses and/or wide range of disaster
  • Knowledge of existing policies and technical understanding of Gender Equality approach, Education in Emergency, Child Protection and Social inclusion response

Languages required

  • English and other national languages
