Job Description

The M&E Manager acts as the Monitoring and Evaluation (M&E) focal person for SP Ethiopia, providing technical guidance and oversight for the design and implementation of M&E activities in the country. He/she supports the development and implementation of M&E strategy; design M&E systems to track the success of program implementation, undertake baseline, process, and outcome evaluations. Lead lesson learning studies and reporting in compliance with SP’s requirements; provide oversight to M&E Officers on data collection and analysis, and ensure the timely completion of M&E activities. The Monitoring and Evaluation Manager oversees and manages M&E officers in field locations and will work under the direction of the Senior Programs Manager to ensure that M & E indicators are met and assist in the collection of quality data.

Job Requirements

  • Conduct and oversee analysis of data from day-to-day M&E activities and prepare high-quality reports for internal and external audiences.
  • Develop workbooks for all the every year and update them continuously, work with programs to develop M&E framework for new projects, and monitor program milestones and Key Performance Indicators throughout the lifetime of the project.
  • Ensures relevant, timely, and quality support to technical sectors on assessments, surveys, and evaluations including developing data collection tools, recruitment and training of enumerators, setting up mobile devices and supervision of data collection, supporting data analysis, report writing, and dissemination of findings.
  • Compile briefings on all M & E related activities for active programs as necessary to update the HQ, SMT, Government Agencies, and different Clusters
  • Work with program managers in designing M&E systems for measuring the success of their projects
  • Oversee a team of M&E Officers based in field locations.
  • Develop and maintain an effective information database on projects, providing resources and necessary support for program inputs and outputs.
  • Train and assist Program Managers to implement realistic monitoring plans that capture quantitative and qualitative data for comparison against the project's targets
  • Train and/or lead in rapid or baseline assessments to inform future program design and inform local/regional officials on data updates and gaps.
  • Advice on analysis of project data using international tools and methodologies and conduct advanced statistical analysis when required.
  • Support Program Managers in the production of quality and accurate reports (quarterly, annual, final) in a timely manner to field level conditions and programming progress, tracking results through progress reports against indicators, and assist in developing data entry, storage, and analysis templates for project monitoring.
  • Conduct capacity building of staff on M & E topics to ensure compliance with donor standards.
  • Draft tools and their revisions as well as data collection procedures (eg. logical framework, project performance tracking, indicators, data flow chart, M&E manuals)
  • Design survey instruments for baseline surveys, end-line assessments, and KAP studies.
  • Assist with collection of surveillance data from MMUs and submit it to health bureaus at a different level
  • Help identify barriers to the routine reporting of health data from MMUs and introduce data quality procedures
  • Performs all other duties deemed necessary by the management.

Education / Experience Needed

  •  Minimum of a Masters s' degree in Economics, Information Managmentor Statistics, or other development-related subject preferred. 
  • Three (3) years experience in leading programming, monitoring, and evaluation functions in an international NGO or donor organization.

Skills Required

  • Minimum of five years’ experience in an international NGO in a similar role/with similar responsibilities.
  • Demonstrated understanding of direct monitoring and evaluation experience, specifically in the humanitarian and development context.
  • Demonstrated experience developing tools and systems for, and building the capacity of others in skills related to, program tracking and documentation.
  • Demonstrated experience in staff supervision.
  • Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
  • Demonstrated experience in implementing beneficiary complaint and feedback mechanisms.
  • Computer skills especially in statistical analysis using SPSS, MS Access, STATA, Excel, Epi Info, among others.
  • Demonstrated ability in data collection, management and analysis.
  • Proven record of accomplishment as a community trainer and capacity builder in M & E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development.
  • High-level expertise in Results-Based Management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation.
  • Experience with mobile data collection techniques is preferred
  • Effective, high-quality communication, writing, and interpersonal skills are essential
  • Understanding of survey methodology, and experience implementing surveys with various sampling methodologies (cluster, LQAS, etc.)
  • Experience in proposal development and grant management.
  • Good knowledge of project cycle management and development.
  • Demonstrated communication and analytical skills.
  • Good understanding and working experience in development and emergency programming approach.
  • Proven track record as a community trainer and capacity builder in M & E using a wide variety of training methods, facilitation and capacity building strategies, and organizational development.
  • High-level expertise in Results-Based Management, Logical Framework Analysis, and Result-Based Performance Monitoring and Evaluation.
  • Fluent in Amharic and relevant local language.  Proficiency in English is require
