Job Description

ROLE PURPOSE

Plan International Ethiopia is looking for an Emergency Finance Assistant. The post is intended to ensure sufficient cash is available in the program area office for the smooth running of office business and all cash commitments are achieved and also all financial documents are maintained.

DIMENSION OF THE ROLE

The  Emergency Finance Assistant will be responsibly Responsible for all cash transactions necessary for effective office running including petty cash management, support cash-related project deliverables, and maintaining documentation as per the organization regulation. 

The post-holder will be based in Debre Birhan.

ACCOUNTABILITIES

  1. Ensure minimum cash balance is available for the normal functioning of the office at the Program area level.
  2. Avail all-cash requests of the PA and pay without any significant delay to the intended purpose as per the Program officers & Program coordinator's request.
  3. Check all financial documents are reviewed and approved before payments are effected.
  4. Replenish all documents on time so that the organization record shows up to date balance.
  5. Deposit all collected cash within a week to the organization account.
  6. Follow and pay all PA’s cash commitments are paid on time e.g. telephone, electric, & water bills.
  7. Keep records of all amounts paid, received and reconcile cash balance with records every working day.
  8. Report all cash shortage/ overage and all unpaid vouchers of more than reasonable time.
  9. Support the Program Area Finance Officer in paying tax issues to the relevant tax authority.
  10. Conduct monthly summary of pension, Income tax, and withholding tax and submitted to the finance officer to facilitate the payment
  11. Prepare check payments to suppliers and staff on time.
  12. Keep filling systems in which documents could be readily available, easily traced and ensure that all documents fulfill the appropriate source documents
  13. Support other staff on the finance-related issues
  14. Support the Program Area Finance Officer in Audit Facilitation.
  15. Others as the need arise and instructed by immediate supervisor.

Ensure that Plan International’s global policies for Safeguarding Policy and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant implementation standards and guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct, their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures

  1. No contact or very low frequency of interaction

PHYSICAL ENVIRONMENT

  1. Maybe a “typical office environment”; note if heavy lifting, climbing, excess travel, etc.

LEVEL OF CONTACT WITH CHILDREN

  1. Mid contact:  Occasional interaction with children

Job Requirements

Essential

  1. Diploma in Accounting/Business Management with at least two years of relevant experience.
  2. Safety issues in cash management.
  3. Best way of handling transactions.
  4. Bookkeeping and interpersonal skills.
  5. Basic computer skills to process various document settlements like Excel.
  6. Ample knowledge of currency denominations and counting.
  7. Advanced computer skills, especially in Excel, Word, and use of the email

Desirable

  1. Safety issues in cash management.
  2. Best way of handling transactions.
  3. Bookkeeping and interpersonal skills.
  4. Basic computer skills to process various document settlements like Excel.
  5. Ample knowledge of currency denominations and counting.
  6. Advanced computer skills, especially in Excel, Word and use of the email
  7. Ability to communicate at all levels, & in difficult circumstances,
  8. Ability to work under pressure within a diverse team of people, and be dynamic, tenacious, and   committed
  9. Multi-cultural who respect and treat various peoples coming for her/his service.
  10. Honesty.
  11. Polite and courtesy and consider his/herself as a team member.
  12. Very good written & spoken English;
  13. Very good communication skills with all levels of staff
  14. Willing to travel to field sites.
  15. High commitment to confidentiality
