Job Description
Purpose of the position:
The MEAL Officer will work under the direct management of the district project manager and is responsible functionally for the MEAL manager who is based at the project head office. He/She will be responsible for managing the knowledge base strengthening activities of the project. S/he is responsible for establishing and running the activity monitoring systems including data collection, analysis, and reporting to support the sound management of the project interventions. S/he will be responsible for the coordination and systematic dissemination of lessons learned in collaboration with the MEAL Manager.
Major Responsibilities:
- Ensure the delivery of all internal and external MEAL requirements in a timely manner and with high-quality information in collaboration with the project MEAL manager and district project manager.
- Strengthen the MEAL systems and processes to assure achievement and progress towards project objectives and outcomes of the project.
- Develop a clear learning agenda and inclusive process for learning and reflection, which informs planning, innovation, quality, and sustainability.
- Develop outcome and learning indicators for log frames and other purposes.
- Ensure that the data collection methodology used at the field level is standardized, enabling the specific vulnerabilities of different target groups to be captured and analyzed.
- Ensure that verifiable, quantitative data is routinely collected, analyzed, documented, and shared across Project Partners.
- Ensure that monthly quantitative data analysis is shared with relevant stakeholders to inform project design and review.
- Ensure that all World Vision internal and external reporting requirements are met with timely, relevant, triangulated, and well-analyzed data.
- Support project teams with assessment/evaluation planning, ensuring that minimum criteria for quality evaluations are integrated into design and implementation.
- Ensure that all assessment/evaluation reports meet World Vision’s quality criteria, and promote the integration of recommendations and lessons learned in project planning.
- Lead planning, implementation, and follow-up of evaluations (baseline, midterm, end line, KAP, Operational Research, and Real-time evaluation) whenever necessary.
- Ensure and monitor whether major cross-cutting themes including environment, gender, protection, disability, peacebuilding, and Christian commitment are in place
Job Requirements
Required Education, training, license, registration, and certification
- MA/MSc/MBA/MSW or BA/BSc Degree in Social Sciences, Development Studies, and related fields.
Required Professional Experience
- 8 Years for BSc Degree and 6 Years for MSc Degree in a relevant field of study
- MEAL and database management experience
- NGO work experience preferable
Preferred Knowledge and Qualifications
- Excellent written and spoken English is essential,
- Demonstrated ability to manage processes and maintain accurate records;
- Demonstrated effective organizational skills and ability to handle work in a timely manner;
- Demonstrated ability to coordinate tasks to meet deadlines;
- knowledge of maintaining updated website information;
- Excellent communication, analytical, and presentation skills.
