Job Description

The Security Coordinator is responsible to assist the Safety Control Manager - Ethiopia to promote and support the success and safety of field programs, staff, and facilities. This position will also help develop and maintain security and evacuation plans, assist with the development and enforcement of security policies and procedures, and regularly train national and international staff on security measures. The Security Coordinator will occasionally make site visits to program areas to evaluate safety and security and produce written reports on such visits. This position will also help facilitate the community acceptance model of security in project area communities.

Job Requirements

Under the direct supervision of The Security Manager, the Security Coordinator (SC), is responsible for facilitating the safety and security of SP personnel and assets and will be responsible for monitoring the security situation of their respective operation area.

Key ResponsibilitiesĀ 

1. Network & Access

  • Establish and maintain contact with various actors (local authorities, NGOs, UN agencies, security forces, etc.)
  • Work with Field Office program teams to build network and acceptance in local communities
  • Advise the Field management teams on the possibilities of access to the different zones.
  • Develop ongoing relationships with community leaders and other power brokers within the SP operational areas. Work to ensure that SP, its mission, and work within the SP operational areas are known and accepted.
  • Work to encourage stakeholders to work with the SP in ensuring that staff and programs are safe and allowed to continue humanitarian activities.

2. Planning and Documentation

  • Collecting safety and security related information and identify the threats and advise the field team accordingly.
  • Conduct Safety and Security Risk Assessment to respective field office operation area in consultation with field offices
  • Ensure that all documents are up to date and operational.
  • Evaluate and maintain contingency plans adapted to the local context, in particular for evacuation, hibernation and travel.

3. Information and Analysis

  • Research and analyze security-related information from a variety of local and international media sources, district offices, the UN and other NGOs in order to produce a formal weekly security update.
  • Monitor potential and present emergencies and keep all staff informed of events, as directed by the Security Manager
  • Identify and report all the security information and events, especially those could have an impact on SP operations.
  • Work closely with all staff to ensure that safety and security incidents are reported in accordance with SP standards.
  • Provide and share daily situation report and weekly, monthly and quarterly security updates.

4. Security Training and Orientation of Staff and Visitors

  • Provide an on-arrival security briefing to all the visitors and new staff
  • Identify staff training needs and report to Security manager
  • Provide ongoing training for drivers and guards, as well as for other staff as necessary.
  • Maintain, review and update the On-Arrival Safety & Security briefings in the SP operational areas.
  • Ability to train and coach national and international staff in safety and security measures.
  • Maintain, a tracker of briefed Staff and visitors on Orientations, and Trainings.

5. Building safety

  • Ensure the monitoring and replacement of safety equipment in SP buildings (fire extinguishers, etc.).
  • Ensure the renewal of emergency stocks in SP offices and houses.
  • Ensure that each SP office and houses has an evacuation plan in case of fire
  • Conduct regular security & safety assessments of offices, satellite offices, andĀ  Ā  Ā  warehouses to identify any vulnerabilities and give appropriate recommendations.
  • Ensure having security guards in all SP facilities with supervision and planning.

6. Monitoring, Analysis, and Incident Management:

  • The Security Coordinator will provide support in the event of a safety or security incident affecting SP staff members.
  • Compile and submit situation report and also track incidents and trends within the SPā€™s area of operation & submit contextual updates as needed.
  • Ensure that contingency plans for Evacuation, Relocation, Hibernation, and Medical Evacuation are in place, disseminated and adopted amongst relevant staff including a detailed contextual assessment and situational update which is regularly revised.
  • In consultation with Safety and Security Focal Persons (SSFP), continuously monitor the security /safety environment, nationally, and locally for all program areas, and make recommendations to adjust security policies and procedures as needed.
  • Ensure and regularly reassess that vehicles, premises and equipment are compliant.
  • Ensure that communication systems are adequate and maintained and provide training to staff on the use of such equipment and communications protocols in conjunction with the Logistics Coordinator.
  • In conjunction with relevant logistics staff, programme managers and transport staff ensure that regulations for travel in the field are implemented in a systematic and timely fashion.
  • Monitor HR / Finance / Logistics working practices within the context of safety and security and alert the Senior Operations Manager if inappropriate decisions are impacting on the safety and security of the team or external perception of the organization thereby creating security risks.
  • Ensure that incident report forms are properly compiled and are sent to relevant staff in Ethiopia.
  • Conduct security assessments in new areas of Ethiopia prior to entry by program staff.
  • May work on any other task requested by his/her supervisor, including support to the program or support services teams.Ā 

7. Skills Job RequiredĀ

He/she must also be able to perform each key responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability necessary.Ā Ā 

  • Relevant Bachelorā€™s degree
  • Security management qualification.
  • Ā Minimum 5 years of experience
  • Ā Demonstrable experience of the humanitarian environment. Particularly the emergency and recovery phases, related security concerns and building responses to them
  • Ā Ā Demonstrable high-level working knowledge of context analysis and the current environment in Ethiopia.
  • Competency in Internet and Microsoft Office systems including Word, Excel, PowerPoint, Access and other database/mapping systems.

8. Education / Experience Needed

Previous experience in a security position preferably with a NGO strongly desired. Proven management and leadership experience a bonus.

LanguageĀ Ā 

  • Amharic and English fluency (spoken and written required). Other local languages desirable.
