Job Description

The Head of Emergency (HoE) has overall leadership for the emergency interventions of the Country programme (CP) of People in Need in Ethiopia. In the event of humanitarian emergency, the HoE will lead the emergency response team and employ the emergency strategic intervention in the CP. She/he will also ensure conduction of programme-related needs assessments, development of new proposals and submission of reports in compliance with the implementation agreements concluded between PIN and donors. In close cooperation with PIN ETH Country director and Logistics Unit Coordinator, the HoE will oversee security and safety of the emergency teams in the intervention areas. The HoE will facilitate development of the Emergency preparedness plan in support of timely and effective emergency responses of the CP. She/he is responsible to assess emergency response capacity within the current emergency as well as development teams of the CP. The HoE will support the DCD in identification of Nexus programming opportunities in the CP. The HoE is primarily responsible for recruitment and capacity development (training, coaching) of the emergency team members. She/he will regularly consolidate and share lessons learnt to feed continuous learning system of the CP. She/he will monitor early warnings for potential interventions, and update and advise PIN Country Management Team (CMT) about potential risks in the event of significant contextual change. The position will be important focal point for external stakeholders (government, NGOs, donors and the clusters) for the topics related to early warning information, prepositioning exercises, capacity development of the emergency response, lessons learnt and best practices for the emergency interventions.Ā 

Key responsibilities and duties

  • Overall supervision and support of CP Emergency programme in all phases of the project cycle management
  • Following on the development of the humanitarian context in Ethiopia and follow up with relevant response
  • Ensure overall coordination between GoE/NDRMC, donors and other partners representing PIN at all relevant clusters e.g. WASH/Shelter/Cash etc.
  • Tracking implementation incl. regular field visits (projects progress), addressing the challenges with immediate responses.
  • Fulfilling the project indicators and bringing desired change in the intervention areas
  • Responsibility to oversee spending at project level
  • Regular and constructive meetings with the programme team (project as well as support level) about activities/topics and supporting the quality of implementation
  • Providing direct supervision to the Programme/Area managers and needs-tailored capacity building for them.
  • Ensure programme has covered the required HR position
  • Complying the project activities with donor rules and government legislations.
  • Staff Security and Safety rules (particular SOPs) are in place, understood and implemented by the team
  • Ensure effective, balanced collaboration between the CP Emergency and HQ teams
  • Ensure all cross-cutting issues such as Gender, Protection and Safeguarding are properly identified and addressed within the emergency interventions.
  • Emergency Preparedness and Response Capacity Development
  • Training staff of the Emergency team in basic technical competencies (Sphere), Core Humanitarian Principles, rapid assessment techniques, project management in support of timely, accountable emergency responses
  • Identifying internal and external capacity to deliver trainings and team building sessions to keep the Emergency team active and effective.
  • Participation in the Country management team (CMT) meetings and decision making, in line with PIN strategies and policies
  • Developing and updating the country strategy in line with PIN RDD strategies for particular sectors, focusing on the EmergencyĀ 
  • Representing the interest of Emergency programme in the CMT with the aim to deliver projects according to donorĀ“s requirements and capacities of Emergency programme team. Advocating for the needs of programme.
  • Cultivation of relations with partners (donors, organizations, authorities) in Ethiopia
  • Representation in cluster/donor/partners meetings advocating for PINĀ“s objectives
  • Actively seeks for possible funding and cooperation with donors/ other mechanism existing in the country
  • Highlighting the PINā€™s visibility in all forums
  • Constant collaboration with the A2015 and partners to ensure coordinated/Joined EM interventions.
  • Regular communication and timely, high-quality reporting to relevant donors
  • Close coordination and collaboration with other PIN departments
  • Closely collaborating with MEAL, Finance/Administration, HR, Logistic and Procurement departments
  • Arranging and coordinating the remote support and/or in-country visits of HQ advisors based on the programme/project needs

Job Requirements

  • Minimum Master Degree or Post Graduate studies completed in any relevant field of study
  • At least 8 years of work experience,5 years on progressive management experience in complex/protracted emergencies and recovery operations
  • Proven ability to manage a large and diverse program portfolio with multiple donors
  • Familiarity with UNOCHA, ECHO, BHA, UN agencies (WFP, UNICEF, Pooled funds), grant compliance and procedures
  • Knowledge of Sphere standards, Code of Conduct for ICRC and NGOs in Disaster Relief
  • Capacity to provide solid leadership and decision-making skills for efficient and effective program implementation
  • Experience in staff security and safety management for humanitarian organizations in complex and insecure environments
  • proven organizational, management and communication skills
  • Strong problem solving, interpersonal and negotiation skills
  • Experience in program design, monitoring and evaluation in a complex humanitarian context

Desirable Qualifications

  • Previous work experience in hard-to-reach areas (e.g. Guji, Konso, South Omo, Afar, South-east Tigray, Amhara, etc.)
  • Knowledge of local languages as per PIN intervention areas
  • Strong ability to work with cross-cultural sensitivity on different ethnic diversities (balanced approach, emotional maturity) and to cope with stressful working conditions

Location: Based in Addis Ababa or Hawassa with regular field trips into PIN intervention areas within the SNNPR, Oromiya, Sidama, Tigray and Amhara regions, specifically now adays Konso, Guji, West Guji, Borena, South Omo, South-east Tigray, South Wollo. Any other, Addis AbabaĀ
