Job Description

PURPOSE OF THE ROLE

Our commitment to gender transformative change in SRHR goes beyond addressing “symptoms” to explicitly tackle the root causes of gender inequality and exclusion, particularly unequal power relations, discriminatory social norms and systems, structures, policies, and practices.

The Gender & Inclusion Coordinator for My Body My Future (MBMF) - 2 projects will work closely with the project team, Disability Inclusion partners, and support with coordination of the project at all levels. The person will provide gender technical l support in the project planning, implementation, and monitoring to influence gender equality and social inclusion through our SRHR intervention, both for women and girls, as well as across social groups. The person will be working on addressing negative social and gender norms that prevent girls and women from accessing quality SRHR services and information. The incumbent will also support male engagement campaign strategies aimed at transforming practices, attitudes, and beliefs on SRHR issues. This will be in line with the gender transformative SRHR approach to be developed, tested and implemented 

The Gender & Inclusion Coordinator will also support mainstreaming disability inclusion (DI) in project activities as well as support in the implementation of DI stand-alone activities, in close coordination with partners. Thus, the position holder will provide technical support in the assessment of Organizations of Persons with Disabilities (DPOs) and plan collaboration in the respective regions for capacity building, networking, joint learning, and advocacy works. 

The coordinator will contribute to the development and improvement of the project by collecting and analyzing information and monitoring quality within defined standards. The incumbent will support the collation of evidence under the guidance of more senior technical professionals at PIE to support decisions on project design and delivery. The incumbent will indirectly contribute to the Global Plan International's Gender and Inclusion Network and work closely with Plan International Finland colleagues, including the Regional Technical Specialist – SRHR and Gender, Gender and Inclusion Specialist to advance the ambition of the project. 

MBMF 2 projects will be implemented for the period 2022-2025. The Project is a continuation of the ongoing Finnish MFA-supported program and the impact is that children, adolescents, and youth in all their diversity have control over their bodies and futures in a healthy, safe and supportive environment. The project will be implemented in Bahir Dar Zuria and Fagita Lekoma districts in the Amhara region and Kersa district in the Oromia region. The post-holder will be based in Oromia PA in Jimma town.

ACCOUNTABILITIES

Support and ensure the effective implementation of the project’s gender, disability inclusion, and child protection activities as per the plans. A strong understanding of Gender Transformative programming and advocacy work as well as civil society strengthening. 

Expected Outcomes: 

  • Ensure the technical soundness, appropriateness, and general quality in project design and planning 
  • Ensure staff and partners challenge self, others, and authority when behavior and decisions are not supporting gender equality, inclusion, and diversity and SRHR 
  • Support staff to have critical self-reflection, both professional and personal, of one’s values, biases, and norms about SRHR issues
  • Support colleagues and partners to apply concepts, theories, and sector debates on patriarchy, privilege, power relations, and the plurality of masculinities across project stages and their impact on boys, girls, and any young people.
  • Apply a “three-pronged” approach to gender and inclusion: policy dialogue; gender and inclusion mainstreaming; and targeted programming for girls and women.
  • Support with gender analysis to understand gendered inequalities and exclusion issues to inform SRHR gender-transformative programming.
  • Provide leadership into the project planning, implementation, monitoring, and evaluation; assess the (integration) of activities and outputs, outcomes, and impact of program interventions and activities in the program area mainly focusing on gender, disability inclusion, and child protection areas 
  • Prepare and develop in consultation with appropriate stakeholders’ annual work plans and project plans, including OPDs
  • Work with the M&E team to develop SRHR/Norm change gender-sensitive tools to support implementation, and M&E in line with the project documents.
  • Ensure quality and timely reporting and documenting of project activities including preparation of quarterly/yearly program progress reports.
  • Support with building the capacity of staff and partners in SRHR Gender transformative programming.
  • Spearhead on engaging community structures especially, parents, caregivers, cultural and religious institutions on negative social norms and practices that impact women and girls' realization of SRHR rights SGBV in the community.
  • Document and share lessons learned, best practices in SRHR gender-transformative behavior change, disability inclusion, SGBV, and climate change in line with the project outcomes. 
  • Support with the implementation and periodic assessment of project-level gender assessment using a Gender Marker to inform the project on key gender and inclusion learnings, gaps, and recommendations.
  • Support sharing action-learning, coaching, and mentoring methodologies for capacity building on gender equality, inclusion, and gender norm change.
  • Facilitating discussions with various stakeholders – especially young people and including men and boys – on gender equality and inclusion in a manner that people can relate to and understand SRHR in their local context.
  • Supporting colleagues and partners to embed gender and inclusion in all programmes and influence activities including resource mobilization and policy positions.
  • Work closely work SRHR Gender Focal point persons in the relevant ministries and the Gender National or Regional  Taskforce to advance gender equality and inclusion in SRHR project implementation.
  • Design and implement dissemination plan to share knowledge and findings with relevant stakeholders, including implementing partner organizations, government, donor agency, and direct beneficiaries specifically disability inclusion, etc. 
  • As an integral member of the project team, ensure high-quality data and learnings are available to inform planning, implementation, and decisions 
  • Contribute to regular project narrative reports, ensuring high-quality data and learnings are available to complete reports on time 
  • Identify and develop/improve opportunities for continuous improvement of systems, innovativeness of practices, processes, and overall learning and development with Plan International Ethiopia 
  • Providing technical guidance on how to implement evidence-based solutions for gender-transformative programs and to conduct gender-responsive and inclusive monitoring and evaluation.

Job Requirements

Skills and Knowledge

  • Bachelor’s Degree in Social Science, Social work, and other related fields at least 5 years relevant experience of which at least two years' experience with NGO
  • Strong expertise in gender-transformative programming and a good understanding of disability and inclusion.
  • Extensive knowledge of sexual and reproductive health rights, gender equality, and girls’ rights. 
  • Applying strategies to strengthen the resilience and preparedness of essential SRHR services and information, ensuring continuity during humanitarian crises of different sorts. 
  • Applying evidence-based strategies to strengthen health systems in becoming adolescent-and gender-responsive to meet the SRHR needs and desires of children, adolescents, and youth including through influencing state and non-state actors and institutions, strengthening provider competencies and facility characteristics.
  • Experience in providing technical support and oversight to adolescent SRHR programs.
  • Experience in capacity development of project staff; strong facilitation and training skills.
  • In-depth knowledge of project cycle management and child-centered community development programming 
  • Knowledge of development issues, trends, challenges, opportunities, and implications to community development
  • Knowledge of effective participatory Monitoring, Evaluation, and Research systems and processes
  • Excellent interpersonal skills, including the ability to build relationships with colleagues.
  • Gender analysis and gender mainstreaming skills
  • Excellent written and oral communication skills, including presentation
  • Strong negotiation, influencing, and problem-solving skills.
  • Numeracy and the ability to interpret financial data to understand budgetary processes including planning, monitoring, and reporting. 
  • Ability to analyze information and evaluate options including planning skills
  • Proficient in computer skills and use of relevant software and other applications
  • Fluency in English, both written and spoken; In addition to Amharic, knowledge of Afan and Oromo languages is an asset.
