About the Ethiopian Red Cross Society
The Ethiopian Red Cross Society (ERCS) was established in 1935 and is one of the oldest and largest humanitarian organizations in Ethiopia. ERCS provides services to communities affected by natural and manmade disasters through the provision of emergency responses, ambulance and first aid, family reunification, essential drugs, water and sanitation, and other humanitarian services. ERCS also runs disaster risk reduction programs with the aim of creating resilience households and communities. Currently the ERCS has a structure consisting of 12 Regional Offices, 34 Zonal Branches and 131 District/Woreda Branches, 599 Woreda Red Cross Committee and 5871 Kebele Red Cross committees.
ERCS also runs disaster risk reduction programs relating to food security, climate change adaptation, livelihood diversification, and institutional capacity building interventions, with the aim of creating resilience households and communities. ERCS works in partnership with the Ethiopian Government, International Federation of the Red Cross and Red Crescent (IFRC), International Committee of the Red Cross (ICRC), partnering National Societies, members, volunteers and the communities we serve.
Key performance Areas
Overall responsibility:
- Ensure effective and efficient monitoring of the above mentioned projects in order to contribute to timely and good quality project implementation;
- Support branches to ensure proper data collection for monitoring of the projects, both qualitative and quantitative;
- Ensure timely compilation and submission of quality narrative reports to NLRC delegates and HQ
- Draft progress / final reports to the donors in compliance with rules and procedures;
- Contribute to proper evaluation of the projects, mid-term reviews, case studies, documentation
- Contribute to new projects design by supporting data collection at the field level and analysis.
Specific roles and responsibilities
- Design Monitoring and evaluation plans for each the projects under his/her area of responsibility, based on the specific projects log frames and monitoring requirements. That should include the use of specific tools to be used for quantitative / qualitative data collection.
- Closely coordinate and collaborate with ERCS project managers for each of the projects, both at the HQ and branch level, to ensure monitoring plans are in place and effectively implemented.
- Provide support and guidance to relevant ERCS staff, on the use of the monitoring plan and tools.
- Verify data collected and reported by ERCS in the field locations.
- Assist ERCS project managers and NLRC delegates in the preparation of timely and quality narrative and financial reports that comply with the donors requirements.
- Conduct regular monitoring visits to overview field data collection, look into project implementation progresses, verify data and suggest possible improvements in data collection and reporting.
- Provide technical support to ERCS HQ and branch for proper identification, documentation, and sharing of field lessons, success stories, and challenges.
- Support ERCS project managers and NLRC delegates in the preparation of project mid-term reviews and evaluations by: contributing to ToR preparation, the planning of field data collection exercises (baseline / end-line surveys), triangulating and analyzing data collected, and preparation of the report.
- Other duties assigned by his/her supervisor (NLRC country representative).
Work Unit: NLRC delegation office in Ethiopia
Reports to: NLRC Country Representative in Addis Ababa
Terms of employment: Contract for one year
Place of Work: Addis Ababa, with regular visits to project areas.
Job Requirements
Qualification
- Master/ first degree in Social Science/Development Studies or other relevant field related to project management, M&E.
- With a proven work experience of 8/10 years related work experience out of which 3/5 years in a coordinator position(s) in humanitarian/development projects monitoring and evaluation including extensive field.
Additional skills
- Proved experience in designing projects M&E frameworks and plans and in collecting field data.
- Experience in participatory planning and review techniques.
- Experience in quantitative monitoring and evaluation techniques.
- Experience in Program Coordination, including narrative and financial reporting, financial management and budget control.
- Proved experience and skills in donor reporting in English.
- Experience with Red Cross and Red Crescent is an added value.
- Practical knowledge of computer skills (MS Word, Excel, and Powerpoint);
- Ability to work in a challenging environment with minimum supervision and meeting deadlines without compromising qualities
- Fluency in spoken and written English;
- Willing to abide by and respect Red Cross/Red Crescent Principles and Values.
