Job Description

Brief Profile of the College:

Established in 2002, Universal Medical & Business College (UMBC), is one of the pioneers in the Ethiopian Private Higher Education sector. Since its establishment, UMBC has been offering quality education and training in various health fields including Pharmacy, Nursing and Public Health programs both at undergraduate degree and TVET/diploma level. The College lately has launched its 1st Postgraduate program, i.e. Public Health in Nutrition. Currently, having its headquarter around Hayahulet Mazoria, behind Dinberua Hospital, UMBC is on the verge of launching new Postgraduate and Undergraduate Programs in Business and Finance fields of studies along with expanding its existing programs in terms of level and catchment area. In doing so, the College invites qualified and interested applicants in the following vacant position/s who will assist in realizing its goal. 

Major Duties and Responsibilities

  • Plans, assigns, coordinates, and directs the works of the head of general accounts, cost, and budget sections in consultation with the Administration & Finance Director;
  • Ensures and inspects all financial and accounting activities follow officially established directives, guidelines, and procedures;
  • Guarantee that all financial instructions are correctly interpreted and implemented;
  • Adopts and derives detailed work guidelines from general instructions passing down from superiors to suit specific nature of work situations;
  • Establishes and organizes system of accounting whereby income, expenditure, and property are properly managed and controlled;
  • Ensures that financial outlays are committed within budget constraints and supported with valid and relevant documents and approved by the concerned authority;
  • Ensures the timely collection and deposit of all revenues;
  • Ascertains payments of government tax obligations, settlement of suppliers’ invoices and bills, service rendering clients’ provident fund contribution and deductions, and all other monetary allowances and benefits on time;
  • Inspects security of cash-on-hand, in transit, in safe, and ascertains plant, employees, property, and financial assets are safe;
  • Ensures and closely controls cash reconciliation, transaction of movement between bank deposit and book account (ensure consistent monthly bank reconciliation);
  • Ascertains the College debtors meet obligations in time and communicates with those overdue to effect payment and follows up closely the implementation process;
  • Prepares and submits periodic financial statements to the Director Office;
  • Ensures proper fixed assets record maintaining system and safeguards of current assets as well and presents shortage or loss detections immediately to the attention of Director for taking decisions;
  • Prepares and avails annual financial statements and reports to the Director, Management and external auditors for review in time and follows up to finalize audit reports;
  • Schedules, guides, advises, consolidates, and prepares drafts for annual budget review to deal with operational and capital budgets;
  • Sets schedules and conducts inventory programmes in collaboration with the appropriate departments and campus heads and ensures the submission of opportune reports with explanation for any variation between actual physical account and book balance and ascertains appropriate timely measure of correction to take place;
  • Rates performance of subordinates periodically and reports to the Director to take appropriate corrective measures against subordinates with results below average;
  • Consistently Review Payment Documents; These include:
    • Review government tax and pension contribution payments;
    • Review building and Vehicle rental payments;
    • Review repair and maintenance payments;
    • Review advertisement and promotion related payments;
    • Review Utility payments;
    • Review Hotel & Related payments;
    • Review Purchase & Work orders;
    • Review Petty cash replenishments, and
    • Review monthly permanent and part-time staff payroll including evaluation of outstanding and/or advance salaries and communicating to payroll team.
  • Carry out other activities as required;

Job Requirements:

Any successful candidate for this advertised position is expected to be able to plan, coordinate, and direct all activities of the Office. S/he will be able to reconcile bank statements effectively, review documents critically (including all payment and income documents), and report comprehensively.

Educational Qualification & Experience

  • BA in Accounting & Finance/ Banking and Finance or other directly related fields;
  • A minimum of  4 years directly relevant professional experience preferably in the Ethiopian Private Higher Education sector of which at least one year in managerial or supervisory level;

Essential Competencies & Qualities

  • Knowledge of the theories, principles & practices of management;
  • Familiarity to the various regulations and working systems of Ministry of Revenue and other regulatory bodies;
  • Oral & Written fluency in English and Amharic languages;
  • Ability to clearly communicate technical concepts to a non-technical audience;
  • Excellent facilitation and networking skills; proven experience in coordinating & leading team/s;
  • Strong analytical ability and problem solving skills;
  • Excellent interpersonal & demonstrational skills;
  • Good communication and report writing skills;
  • Experience in Using different software such as Peachtree, CNET, etc.;
  • Ability to work in pressures and to meet deadlines;
  • Faithfulness to work ethics, to the rules and regulations in all aspects
