The appointee of this position represents AAE values and principles in interactions with staff and external audiences. These values and principles include a commitment to the mission of ActionAid Ethiopia, team orientation, quality management, and leadership development, the introduction of systems and procedures to strengthen staff motivation and productivity. The selected employee will be responsible for providing technical and managerial support to the staff for the implementation of the Emergency Nutrition and Health Response. In line with the planned activities & budget, implement and monitor the effective implementation of project activities and ensure program performance is in line with the international and national standards.
The Senior Emergency WASH Officer will lead and coordinate the overall Emergency WASH program of the emergency response, participate in proposal and concept note developments, Represent AAE’s in WASH Cluster meetings in the absence of the Manager, participate in assessment, feasibility studies, and preparation of BOQs, follow up the construction of WASH Activities, organize appropriate data, follow-up contract administration and process payments.
The Officer will also prepare and or compile Sit Rep, Weekly, monthly and quarterly reports of implementation for donors, clusters, etc.
- Engage in assessment, feasibility study, and design of feasible WASH projects for an emergency, prepare proposals and concept notes for resource mobilization.
- Prepare Emergency WASH DIP, BOQ, and necessary bid documents, support field staff in supervision, contract administration, payment facilitation, and timely budget utilization, and ensure the involvement of the community and stakeholders in activity selection, implementation, and monitoring as per the donor requirements.
- Develop collaborative relationships within AAE at all levels, communities, local partners, and local government and convey information & ideas and effectively coordinate to ensure overall project targets and donor obligations are met.
- Ensure the establishment of a women-led water management committee for the newly constructed and rehabilitate water projects.
- Provided technical training for the established women-led water committee to ensure sustainability.
- Ensure that implementation of Emergency WASH Projects is in compliance with AAE’s and government policies and global standards and donor requirements through guidance and support to field staff.
- Prepare, submit and document quality and standard intervention reports including 4W reports on weekly, monthly, and quarterly bases as per the organization, donor, and WASH cluster’s requirements through coordination and guidance with field staff.
- Facilitate handing over of completed WASH constructions to the user communities and the respective government sector offices and ensure proper documentation for future reference.
- Ensure Emergency WASH program implementation is with quality, standard on time, on target, and within the budget.
- Engage in the selection of WASH NFI Beneficiaries, prepare Beneficiary Lists for all the Woredas in line with AAE’s Humanitarian Signatures,
- Actively engage in WASH NFIs distribution, PDM, and other related activities to ensure that the distribution is in line with AAE’s Humanitarian signature and Donors requirement,
- Actively participate in activities of Water supply schemes rehabilitation, new constructions, and produce Take off sheets in agreement with the suppliers, Contractors, and local actors, report the take-off sheets to Head Office for further facilitation and approvals,
- Ensure the supply of Electromechanical equipment, Hand Pumps, and other WASH NFI’s are in line with the specification, check the proper functioning of the supplies after installation together with the local actors, and seek confirmation from the local stakeholders

Physical Demands
- While performing the duties of this job, the employee is required to travel within communities as well as sit to concentrate on work, under stressful situations. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

- Conduct activities in accordance with the rules of the SHEA & Safeguarding Policy, which includes reporting actual incidents and suspicions of SHEA
- Ensure that all activities are seen through SHEA & safeguarding lens;
- Be vigilant about observing possible SHEA against vulnerable communities
- Ensure all partners, rights holders, goods and services suppliers and any consultants of ActionAid Ethiopia are aware of the SHEA & safeguarding policy and promote the same to women, children and their families, and community members in general,
- Conduct project risk assessment using the given template and mitigation plans are addressed
- Report performance of SHEA & safeguarding activities per quarter,
Job Requirements
Education: B.Sc/MSc in Water Supply, Hydraulics, Environmental, Civil Engineering or related fields or Diploma with the required years of experience
Experience: 3 years for M.Sc., 4 yrs for B.Sc., and 6 years for Diploma on relevant project/program experience of WASH in an international NGO or similar organization.
Past experience in Emergency WASH projects management, supervision, proposal, and report writing has added value.
