Duration: Nine Months
The Procurement Officer will be responsible to facilitate all the program staff in the field and country office procurement and related logistics support as well as assisting the Finance & Administrative Manager. The officer is responsible for facilitating the procurement, and distribution of all procured items, and warehouse management for the program in line with the JSI/DHA operational procedures.
Duties and Responsibilities:
- Confirm the overall procurement and related functions for the program.
- Ensure compliance with policies and procedures and timely delivery of goods and services.
- Conduct all procurement processes to comply with JSIās and individual donor policies and procedures.
- Ensure accountability to donors and beneficiaries through the implementation of regular reporting and systematic filing of procurement documents.
- Organize and lead tender processes, assemble the procurement committee meetings as required, draft contracts, and ensures all documents are made available for management review and decision.
- Prepare and dispatch approved purchase orders to successful bidders after securing the right specification.
- Facilitate customs clearance of duty-free import of project inputs and permits for asset disposal and project close-out with relevant ministry offices.
- Check the programs that have submitted monthly procurement plans and coordinate procurement with the concerned work streams to ensure the right quality/specification and timely delivery of goods.
- Undertake market assessment for different categories of items and prepared vendor roster and list of preferred vendors.
- Contribute to the timely report of Annual Performance Indicators.
- Provide weekly or monthly procurement and other relevant reports as required.
- Provide support and work closely with the budget holders in developing procurement plans and advising on logistical needs for new and existing projects.
- Assist all work streams in the planning of procurement and ensure that all required documents are forwarded by the budget holders including clear specifications, project, budget lines, and appropriate authorization.Ā Ā
- Undertake supervisory, monitoring, and support visits to all field offices.
- Work closely with custodians to maintain all fixed assets are recorded and reported to donors when needed and undertake swift checks on fixed assets to strengthen internal control.
- Work closely with a custodian to confirm all stocks/supplies are properly recorded, packed, stored, and shipped in the most cost-effective and secure manner when required.Ā
- Check all items are recorded correctly, issued from the store, purchased or received for onward transportation appropriately documented, and accompanied by the required file.Ā
Job Requirements
Qualifications:
- B.A Degree in Procurement, Logistics, Business Management, and/or other relevant fields.
- Minimum 3 years or more of proven and relevant work experience relevant to the position.
- Strong communication (written & spoken) and interpersonal skills.
- Ability to work cooperatively with staff from diverse cultures.
- Strong interest and commitment to supporting the humanitarian sector professionally.
- Ability to communicate in English.
