Job Description

JOB SUMMARY

The MEAL Manager will bring significant experience and fresh ideas to contribute to PIN MEAL system implementation, review and evaluations, MEAL officers’ recruitment and leadership, as well as support to proposal writing, log frame and indicator development focusing on result-based approach for Emergency and Development projects of the organization.

The Manager will contribute into quality, effectiveness and appropriateness of PIN programming. It will be important for the Manager to capture lessons learned and communicate this information internally with the program team and externally with concerned stakeholders to improve on-going and future programming. She/he will work on assuring PIN MEAL system is in place and assist Program team to maintain and assure the quality of interventions. The Manager will lead on building capacity of PIN project staffs and MEAL Officers on accountability and beneficiary participation throughout all project stages.

 RESPONSIBILITIES AND TASKS

Areas 
System Design, Planning and Promoting MEAL system across PIN program 
Regular Implementation Monitoring, progress tracking 
Internal and External Reporting, donor compliance and MEAL requirements 
Staff Management, Mentorship, and Capacity Development 
Accountability, learning, dissemination and use of findings 
Capture, document and disseminate lessons learned and best practices 
Cooperation and Working relationships 

Accountability and Safeguarding including Prevention of Sexual Exploitation, Abuse and Harassment (SEAH)

 

  • Carry out the duties in accordance with the PIN Code of Conduct and Key policies.
  • Participate in training and awareness raising (CoC and KP, Safeguarding…).
  • Ensure that his/her team members attend training and awareness sessions and carry out the duties in accordance with PIN Code of Conduct and Key policies.
  • Ensure that due diligence and/or capacity assessments of partners include an assessment of partners’ implementation of key safeguarding and risk policies/ procedure including the prevention of SEAH.
  • Create and maintain a fulfilling and protective environment.
  • Other assignments corresponding to actual needs of the project, program or mission up on the request of line manager/CMT member

Job Requirements

Responsibilities

  • Lead on the development and oversee the roll-out of an organizational MEAL system (both for emergency and developmental projects), ensuring accountability to donors and beneficiaries.
  • Build strong relationship and Work closely with the program team to ensure that MEAL becomes an integral element of project implementation leading to enhanced quality, accountability, management and impact.
  • Plan and supports for quality data collection including baseline, end line, PDM, target verification and promote updated, safe and organized data collection and storage.
  • Manage Program survey questionnaires in KOBO and provide KOBO training to data collectors.
  • Provides technical support in activity and conduct result-based monitoring (Surveys, FGDs, KIIs, etc.) in the field, including ensuring that project teams and MEAL officers and enumerators follow the instructions/agreed methodology.
  • Supports project teams in preparation for regular project review meetings, including regular update of Indicator Tracking Table (ITT) and meaningful tracking of indicators.
  • Initiate independent field monitoring visits of projects with the aim of receiving or validating data/information on specific projects and strengthening accountability (activity monitoring, distribution monitoring, post-distribution monitoring, Beneficiary Feedback Mechanisms, etc.).
  • Regularly inform line manager about findings and other related any affairs arising from findings (present data in concise reports and fact sheets using PIN templates and share these with line manager for reporting and circulation
  • clusters, communities, etc. - as appropriate).
  • Conducts data analysis or support project teams in data analysis, interpretation of findings, formulating recommendations and quality reporting including baseline, end line, PDM and other reports.
  • Engage in donor specific, midterm, biannual, annual and final reports and provide relevant supportive documents and assessments.
  • Manage field-based MEAL team to ensure that the MEAL system operates effectively with the support and resources required and assure there are clear links and reporting lines between field and coordination level.
  • Define expectations, provide leadership and technical support as needed so that MEAL staff are able to perform their roles as required.
  • Provide technical support to the MEAL officers in evaluations and other research activities.
  • Assure bi-annual performance evaluations of assigned MEAL team members; define and follow with their Capacity Development plans
  • To fill HR MEAL team gaps at field as well as coordination level when necessary (based on request from MEAL Unit Coordinator or Deputy CD).
  • Support project teams, CFR unit in assuring effective Community Feedback and Response Mechanism (CFRM) providing opportunity for beneficiaries to receive information about PIN commitment and standards, raise suggestions and recommendations for improvements, and understand protocols for action to be taken in response.
  • In collaboration with PIN program team, regularly assess, track and document lessons learned and best practices and prepare discussion sessions.
  • Proactively seek and promote best practices as part of monitoring, evaluation and program effectiveness practices.
  • Facilitate discussion on the most important findings and recommendations from MEAL activities and reports.
  • Collaborate with other PIN teams/ departments such as HR, Finance, Logistics, Security and Procurement.
  • Assuring good relationships with PIN program and support teams and effective troubleshooting (under supervision of MEAL Unit Coordinator).

Qualifications

  • MA / BA degree in an area of social science, sociology, statistics, development studies, or related field of study.
  • At least 3 years’ experience in International NGOs working in humanitarian programs with experience of developing M&E plans, training staff, capacity building, quantitative and qualitative data collection, analysis and reporting, and/or other aspects of M&E in developmental and emergency contexts.

Skills & experience

  • Substantial experience in Monitoring, Evaluation, Accountability and Learning in emergency and developmental project context.
  • Good understanding of emergency and development projects context and experience working with different donors, including ECHO, BHA, EU, USAID, UN agencies and others.
  • Experience in data collection, quantitative and qualitative analysis, and handling of electronic data collection tools.
  • Ability to manage databases including KoBo toolbox, ODK and other software for PIN MEAL tasks.
  • Ability and willingness to travel to PIN field sites and work in remote locations, often for prolonged periods of time.
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Strong results orientation, with the ability to challenge existing mind-sets.
  • Experience in the area of development and/or humanitarian aid work is an advantage
  • Fluent in written and spoken English (knowledge of local languages is an asset).
  • High ethical standards and ability to endorse principals of confidentiality.
  • Commitment to and understanding of PIN’s objectives, values and principles.
  • Ability to use MS Office.
  • Good report writing skills.
  • Willingness and eagerness to learn new things.
  • 3 strong references (will be crosschecked).
