Internal/External Vacancy for Supply Chain Director

TEAM/PROGRAMME: Program Operations/ Supply Chain

LOCATION:Ā  Addis Ababa

POST TYPE: National

ROLE PURPOSE:

Play a leadership role to ensure the country programmesā€™ overall Supply Chain function is effective and efficient and accountable to its beneficiaries, donors, and other stakeholders. Ensure effective implementation of country supply chain strategy (2023-2025) and uplift the collaboration with budget holders, awards, business development and finance and consistent implementation of policies, procedures and good practices. Manage the core functions of Supply Chain: Sourcing and Procurement of goods and services, fleet, asset and warehouse management, to effectively support programme delivery with optimal utilisation of resources and strict adherence to the SCI systems, polices, and procedures.

Ensure an efficient and effective Supply Chain service across all programs and field offices. This includes implementing, monitoring and following-up across all Supply Chain disciplines to ensure that SCIā€™s Supply Chain polices, standards, and best practices is adhered to. Effectively mentor and lead the sub-function leads, and Area supply chain managers, ensure the existence of fit for purpose structure, appropriate staffing, and take lead in agile management of Supply chain at CO, Area office and field level.

SCOPE OF ROLE:

Reports to: Director for Program Operations

Staff directly reporting to this post: Ā Roving Supply Chain Manager, Head of Procurement; Head of Fleet and Transport, Head of Warehouse, Asset & Commodity and matrix management of Area Supply Chain Managers

KEY AREAS OF ACCOUNTABILITY:

Strategic / Leadership

  • Provide overall and strategic leadership of Supply Chain functions for programme and emergency operations.
  • Play a leadership role in the implementation of CO Supply Chain Strategic Plan ( 2023-2025)
  • Directly involve in the operational planning, mainly the Supply Chain aspects of the programmes i.e., in proposal development, budgeting, monitoring and field supervision and preparedness planning etc
  • Review Supply Chain systems procedures and practices in Country and be sure that they meet SCIā€™s minimum standards, that adequate control mechanisms are in place and that they are being implemented and adhered to in a timely fashion.Ā 
  • Continuously improve supply chain processes and systems to maximize efficiency, effectiveness, and customer satisfaction
  • Provide guidance and advice to programmes and projects on all aspects of Supply Chain especially in the areas of proposal development of high risk grants;
    • Planning Supply Chain requirements: Prepare practical Supply Chain component of the project proposals and budgeting exercises to ensure that all the logistical planning has been done, with the right/ realistic budgets.;
    • BIdentify areas of significant reduction in programme operational running costs through the utilization and allocation of resources.
    • CImprove accountability to donors and beneficiaries through implementation of regular reporting and strong control mechanisms.
  • Ensure the implementation of Supply chain, Fleet andĀ Equipment management are in line with SC global policies as well as donorā€™s requirements and ensure that they are implemented across the programme uniformly.
  • Provide thought leadership and guidance to the Supply Chain team in the country office as well as technically mentor the Area office and Ā Field Office Supply Chain leads to effectively manage Supply Chain activities in their respective area of operations.
  • Embed a culture of performance and effective delivery by ensuring the Supply Chain KPIs are well tracked and met with improvement measures being made speedily to remedy poor performance.
  • Provide regular and relevant update to the senior management and effectively represent CO supply chain with internal and external stakeholders.
  • Regular and systematic review of procurement decentralization policy an provide proactive support to the field and area offices.

Technical/Operational

  • Provide logistical and operational capacity building at Addis and field level to Supply Chain teams and programmes/project managers on Supply Chain procedures, developing Supply Chain strategies and managing Supply Chain within their technical areas.
  • Guide and assist on the preparation of annual forward plan of logistical requirements such as vehicle needs, vehicle rental policy, ensuring that SC has the right number of vehicles of the right type, in the right place; achieving high levels of utilization through having efficient and competent drivers, effective maintenance systems and reliable Insurance cover to minimize risks. Play leadership in implementation of Fleet Transformation project and related initiatives
  • Provide effective leadership on Global and Regional initiatives translating new initiatives effectively to the team and ensuring the right provisions are made in transitions.
  • Provide a quarterly demand forecast from the consolidation of procurement and sourcing plans
  • Ensure effective warehouse and stock management control are in place through the development and maintenance of effective systems.
  • Make certain all Supply Chain requirements are delivered in accordance with timescales set and agreed with programme managers
  • Undertake regular visits to regional offices and attend regional meetings, monitor the implementation of agreed Supply Chain framework; identify support required and act accordingly.
  • Provide support to develop the Supply Chain component of the programmes emergency preparedness plan, ensure that supply chain strategy is in place, that pre-positioned emergency stocks are in place and managed effectively
  • Act as member of the Emergency Task Force team during emergency situations and to contribute to the development of SCIā€™s humanitarian response policy & strategy, if required
  • Ensure regular Supply Chain reporting systems are implemented in all programme offices in line with standard financial control mechanisms for Procurement, stock, vehicles and assets.Ā  Review the monthly Supply Chain reports and advice Area Directors, and program/project managers where there are irregularities or areas of concern that need follow up.
  • Review high value procurement documents to ensure that the right procurement procedure is followed, all the appropriate documentations are attached, and is approved by the right budget holders as per the SOD.
  • Ensure that all reports to Regional office and donors are appropriately prepared and sent with in the reporting period time frame.

Ā Capacity Building

  • Mentor, coach and work with the Supply Chain staff to develop technical and managerial skills so as to assume greater responsibility.
  • Proactively develop the skills of Supply Chain staff to understand and utilise Supply Chain management tools to design and implement quality programmes. Orient non-Supply Chain staff to optimise support effectiveness, including training of budget holders in accurate and timely procurement planning
  • Develop and maintain an effective orientation package, and ensures that new staff members are appropriately oriented and in a timely manner.

Staff Management, Mentorship, and Development

  • Provide oversight to the Supply Chain Staff in the Country Office and matrix oversight to Area level Supply Chain Leads
  • Ensure all Save the Children policies and procedures are understood by staff, followed and adhered to
  • Manage the Supply Chain team; define expectations, provide leadership and technical support as needed, and evaluate direct reports regularly.
  • Ensure and manage appropriate staffing within area of responsibility
  • Ensure all direct reporting team have accurate and up ā€“to- date JD
  • Sets standard and agreed performance objectives for all direct reports
  • Conducts regular performance reviews of direct reports.
  • Ensure all new recruited staff gets Fraud, SS and Child safeguarding training
  • Ensure staff submit accurate time sheet on monthly basis on time
  • Ensure that all staff understand and are able to perform their role in an emergency as well as in development contexts
  • Ensure the recruitment, training, and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff
  • Incorporate staff development strategies and Performance Management Systems into team building process.Ā  Establish result-based system and follow up
  • Manage the performance of all staff in the program operations work area through:
  • Effective use of the Performance Management System including the establishment of clear, measureable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.

Fraud Management

  • Ensure that SCI policy and standard is followed in each process.
  • Create continuous awareness for subordinates and partners.
  • Ensure that all partners comply our policy & procedure.
  • Ensure that donor compliance is kept well.

Job Requirements

QUALIFICATIONS AND EXPERIENCE

  • MSc/MA degree in Supply Chain Management, Business Administration, Humanitarian Logistics and other related fields.
  • Professional certification in Procurement i.e. CIPS or equivalent qualification.
  • Minimum of 12 yearsā€™ progressive practical experience in the field out of which 5 years at high level managerial/directorial position
  • Proven and significant experience in international procurement and contract management, financial knowledge including an ability to review procurement demands and trends, and to develop strategies to fill identified gaps.
  • Field level experience in Supply Chain for INGOsĀ in international development and emergency programmes
  • Knowledge of key institutional donors and their compliance requirements in respect of Supply Chain and procurement
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
  • Commitment to Save the Children values.
  • Ability and willingness to change work practices and hours in the event of major emergencies including travelling at short notice and for extended periods of time
  • Highly organised with good administration skills for order and information management, able to develop filing systems and databases to ensure an auditable trail.
  • A high level of computer literacy (word, excel, ppt etc).
