Cash Specialist

Purpose of the position:

As a member of the WVE HEA team, the incumbent will take part in the design, implementation, monitor and provide technical support for all cash program implementation in regions, zones, and woredas where the program is implemented in support of World Vision Ethiopia (WVI) work serving the poor and vulnerable groups through service-oriented. The approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits on those we serve.

Major Responsibilities:

Provide technical support on beneficiary Targeting, Selection, Verification, Digital Registration, and data Management Process Lead:

• Lead the whole Support and involve in the setup/establishment of targeting committee, appeal committee, geographic targeting for kebeles, and initiate discussion for targeting and vulnerable criteria,
• Follow up and provide technical support on beneficiary targeting, selection, and verification of target beneficiaries and support the team as per the criteria set and procedures indicated in the SOP,
• Ensure the verification process is conducting intensively and meet the target percentages agreed,
• Operationalize Last Miles Mobile Solution with experts who manage LMMS and participate in the capacity building training for field staff and data collectors,
• Support the team and participate in digital beneficiary registration and data management

Cash Distribution, FSPs Engagement

• Ensure and establish a functional relationship with the contracted Bank,
• Ensure the contracted Banks are well aware of the Cash Transfer Programs, timelines, places, and specific needs of the project,
• Agree on basic principles and procedures set in the SOP should the Banks and implement,
• In a joint and participatory way, set the distribution date, places, and time,
• Pilot Mobile Cash Transfer on few numbers of HH beneficiaries,
• Prioritize women-headed, Child Headed, people with special needs during Cash distribution,
• Ensure all distribution procedures and steps are set on distribution sites,
• Ensure all visibility support activities such as posting banner, notice board, and others are in place,

PQ, Monitoring, Accountability and Risk Management

• Conduct distribution supervision activities on spot in all operational weredas, and in other Cash and Voucher projects
• Ensure & Follow up Exit Interviews of beneficiaries during distribution with the MEAL team,
• Conduct FSPs monitoring on the subsequent distribution activities,
• Conduct a monthly market and Price data collection using digital data collection tools such as Kobo,
• Conduct a monthly post-distribution monitoring,
• Develop different assessment tools and share them with the unit

Job Requirements

Education & Experience Required

• Relevant MSc and Undergraduate degree (e.g. development studies; Agriculture, business administration; social science disciplines; information management, etc)
• Previous experience in Cash Programs is a crucial one and a plus.
• Experience in deployment to fragile, volatile contexts and support the implementation of Cash, Food, NFIs, and other program interventions,
• Humanitarian field experience with substantial exposure to aid agencies’ commodity and aid assistance business processes under chronic and rapid emergency contexts
• Understanding of program design process, and monitoring/evaluation frameworks
• Demonstrable organizational, project management, and planning skills
• Experience in coordinating and participating in multi-agency programs
• Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans, and evaluate progress
• Experience in applying data protection principles in Humanitarian action (e.g. ICRC, EU)
• Excellent English communication skills (oral and written) with the ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders
• Provide technical support in the design, implementation, monitoring, and evaluation activities aimed at the Cash and Voucher Programs
• Proven experience in concept note development and proposal writing as per donor standards and requirements.
• Ability to provide support, training, and coaching to staff and partners
• Familiarity with donor requirements
• Basic financial awareness, with the ability to support budget development
• Strong partnership and networking skills
• Adaptable and pragmatic approach to difficult situations
• Ability to maintain and develop good relationships internally and externally
• Proven ability to work independently and in a team
• An understanding of and commitment to gender equity and women’s rights in humanitarian programs
• Proven ability to build trust and relationships to work productively, motivate and inspire teamwork even without line management authority
• Strong negotiation and presentation skills
• Excellent analytical, problem-solving skills and detail orientation, even under time pressure
• Positive attitude and willingness to learn and work in a context of people with various ethnic and religious backgrounds
• Understanding of World Vision’s standards and commitment to World Vision’s core values and mission statement, including participation in regular devotions. Ability to exhibit exemplary lifestyle as interpreted in specific local cultural context
• Knowledge of and adherence to Red Cross and NGO Code of Conduct
• Strong computer skills (Word, Excel, PowerPoint, Internet)

Working Environment / Conditions:

• Work environment:  Office-based
• Travel:  Frequent travel to a project site, RO, CPO, and AP
• On-call: 25%
