Call for consultancy - developing national wash sector capacity development guideline

SNV, Netherlands Development Organization, is operating in Ethiopia since the 1970s. Currently, SNV Ethiopia is working in eight regional states and the two city administrations of Ethiopia, providing technical assistance and program implementation in Agriculture, WASH, and Energy Sectors. SNV is an open and learning organization that focuses on improving the lives of Ethiopian through a market based approach inclusive of women and youth. In its new Strategic Plan period (2019 – 2022), SNV will more explicitly aim for systems change including strengthening institutions and kick-starting markets that help many more to escape poverty beyond our projects. As a key instrument to achieve the goals of the water supply, sanitation and hygiene (WASH) sector, both national growth and reformation plan (GTPII) and global sustainable development goals (SDGs), in a more coordinated manner, government of Ethiopia (GoE) designed One WASH National Program (OWNP). The OWNP is a flagship Government program supported by development partners (DPs), non-government organizations (NGOs), and private sector actors in which these actors came together and agreed to address WASH as an integrated package of interventions. 

Consultancy Objective

The purpose of the assignment is to assess existing WASH sector capacity development approaches and implementation processes and develop a national WASH sector capacity development guideline. The assessment is expected to include different development partners’ experience on development WASH sector capacities through the existing government structures as a major input. 

Job Requirements

To provide this consultancy service, the following qualifications and experience are expected from the local consulting firm:

• The lead consultant should have advanced degree (Master’s Degree and above) in social science, preferably in sociology, economics, management or related field of study, with at least 15 years of relevant experience and similar assignments.
• The consulting team should have a multi-disciplinary member (social science, water, health) with at least ten years of relevant WASH sector experience

Both the technical and financial proposals should be in a separate sealed and stamped envelope by writing the name of the specific assignment.

2% withholding tax will be deducted from the consultant fees at the source and will be paid by SNV – Ethiopia, assuming a TIN number and license can be provided.
